*** First Live Test for Chronic Wasting Disease ***

NWRC researchers and partners recently completed their third year of evaluating and validating the first live rectal-tissue biopsy method for detecting chronic wasting disease (CWD) in captive and wild elk. To date, researchers have collected over 1,500 biopsies from captive elk in Colorado and used the technique to find 15 elk that were positive for CWD. As compared to proven post-mortem diagnostic tests, this live test appears to be nearly as accurate.

“The key advantage to the rectal biopsy test is that it can be performed on live animals. Until now, there was no practical live test for CWD in elk,” said NWRC's Dr. Kurt VerCauteren. “With this technique we can detect CWD in animals not showing any signs of the disease and, thus, remove them so they are not left to infect other individuals and further contaminate the environment.”

The research is a collaborative effort between APHIS' WS and Veterinary Services programs, the Agricultural Research Service, and the Colorado State University Veterinary Diagnostic Laboratory within the College of Veterinary Medicine and Biomedical Sciences. The majority of the research was conducted on the Velvet Ridge Elk Ranch, owned by Dennis and Stephanie White, near Fort Collins, Colorado. In 2002, an elk on the ranch was confirmed to have CWD and since that time the Whites have worked closely with NWRC and other collaborators to learn more about CWD and to develop methods to manage it in captive and wild settings.

“The use of this new live test in the initial screening, surveillance and monitoring of CWD will greatly aid in the management and control of the disease in the wild, as well as in captive settings,” said VerCauteren. I am not aware of the rectal biopsy CWD test being validated for official use. To my knowledge, it’s still being researched and there have been some peer-reviewed publications.

Deer Pen operators across the country have already done the damage! In 2001 the USDA Secretary Declared a Declaration of Emergency when CWD was discovered in only a hand full of states. Now with CWD in 22 states is the Declaration of Emergency off the charts! Deer Pen people who are considered the Red Headed Stepchild of the USDA. Deer Pen Folk are just one more Agricultural Failure! Look what happen 60 years ago when the Surgeon General announced that smoking Tobacco could cause cancer! Well we don't have another 60 years to deal with Deer Pen issues! Please take a moment answer that for us . Next if this was as bad as you try and say it is why did SD game and fish in conjunction with US fish and wildlife just do a second release of elk from wind cave park where the herd that was held captive by the government with a 40% infection rate of cwd out into the free range? Can you please answer that and does that make any sense?

Wildlifepro - It's time for you to be honest and admit NO Live Test is approved by USDA for live CWD testing. If it were I'm sure you would be on that bandwagon selling that too! You talk about Live Testing in a manner that it's being used rather than lethal means. That is a False association.

• The amended Article 49H is titled “Production, Sale, Transportation, and Licensing of Fallow Deer and Red Deer"
The amended language would cover ALL cervids, including native wild animals such as white-tailed deer and elk.

• Under the amended language, the Department of Agriculture and Consumer Services (DACS) would regulate possession and transportation of white-tailed deer by hunters, including meat, hides, antlers, and mounts. This would also extend into the work of taxidermists. A hunter or taxidermist could be penalized up to $10,000 for violating rules adopted by DACS (current Wildlife penalty for unlawful possessing or transportation of a deer is $250.)

• The legislation would give the Commissioner of Agriculture emergency powers over wild cervid populations without any required consultation with the Wildlife Resources Commission. Under the proposed legislation, the Commissioner could take emergency actions to control wild deer populations to protect captive deer.

• The Commissioner of Agriculture appears to have the authority to delegate duties to employees of the Wildlife Resources Commission, including law enforcement personnel, that may seem expedient to carry out his duties and exercise his powers.

• None of the rulemaking or studies in the proposal require consultation with the Wildlife Resources Commission though it would seem necessary and beneficial given the potential impacts to wild deer populations and Wildlife Resources Commissions historical responsibilities associated with captive cervids.

• The “transfer” of deer oversight occurs before completing the study of the risks associated with the spread of Chronic Wasting Disease. Thus, DACs is assigned regulatory oversight and charged with development of regulations before they have completed the study.

• What happens on July 1, 2014 with regards to current licensees? Is it an unregulated activity except for importation until such time that DACs promulgates rules?

• There are 37 licensed deer farmers in North Carolina

• There are 268,000 licensed hunters in North Carolina

• Annual economic impact of deer hunting in North Carolina exceeds $350 million and supports 3580 jobs.

Do you not see the issue of elected officials (Rep. Roger West & Rep. Tom Murray) endorsing the illegal transfer of "Title" of a "Public Trust Asset"???

You should read the laws of North Carolina, its Public Trust Assets and The North Carolina State Constitution, you should share it with Rep West and Rep Murray as well as apparently they need an education on it.

Not to mention a better understanding of the oath they took to uphold the State Constitution!!!!

Our North Carolina Wildlife aren't for sale! I strongly suggest ANY politician willing to do something like this is a complete sellout! He took a Oath to up Hold the North Carolina State Constitution! Not to sell out to Special Interest! This is a direct violation of the Public Trust in the State of North Carolina!

This shows us that these Politicians are so low they'd have to stand on a stepladder to look a snake in the eye! Suggest it's time for the North Carolina Attorney General get involved to jerk the chain on some of these Politicians. Otherwise I smell a big Lawsuit to protect our Public Trust and to remind the North Carolina Politicians that the Constitution stands! Or if given the chance to educate the Good Citizens of North Carolina through extended education by TV spots and other media about Deer Pen operations and their purpose! Probably take between 3 & 4 million in NC to be successful but it would be a lot of fun in the process! I know several groups that would probably give all the money! We could have enough support to get 60% of the vote to say No more Deer Pens because the people have spoken! No I'm not a Liberal just don't like Deer Pens never have Never will!!!

Quick question new guy, If you don't think wildlife should be in pens and you use the word pen to be a negative overtone, Why is it ok for hunters to shoot PEN raised GameBirds for sport?? Game birds that have been raised in captivity and then sold and put in a field just before hunters arrive to shoot them.? Question two, Why are you not attacking state and federal governments that are selling and moving deer and elk across state lines and not following USDA protocol? Can you answer that for us? By the way you refer to OUR public trust, Your a florida resident.

Captive Cervids CAN NOT be USED for anything!! An individual can only be permitted to HOLD a captive cervide in a HUMANE way. It cannot be held for eternity, only temporarily.

Fish are the only public trust asset that can be held in captivity for eternity.

This is the law. Go back and look at the First Draft, a few tried to slide in the budget in exchange for campaign donations!! The first draft would have Illegally given Whitetail Deer & Elk ownership to a "Private Sole"!!

Let me simplify this...

If "Tom Smith" bought one acre of land, built a Grocery Store, then he makes substaintional Campain Donations which in exchange those same elected officials illegally provide "Free Inventory" from the States "Public Trust Resourse" to fully stock Tom's shelves!!!

This has been a SCAM from day one!!!

Lets see Antler velvet, Semen market, urine market, Antler sales for art, mounts and decorations, stocker bucks breeder bucks and breeder does. Down in your state of fla qdma senior board member Chris Asplundh has a hunting preserve or shooting pen as you call it, Have not seen you attack him? Is it double standards with that.He also owns a deer farm in PA. Double standards again I guess.

While we're on the subject of Grocery Stores! Food Lion back in the early 90's was dealt a major blow because of Corporate Greed to make a dime! Washing Fish, Meat, Chicken in a Bleach Solution to remove the Stench to extend the shelf life! Well Mr Smith was CEO of Food Lion then! Apparently it backfired on them. What a Pitiful decision to make a dime! End result decline in stock, Store Closures, and long time employees lost their Livelihood! Also National TV coverage of the Scam! Now it doesn't surprise me that he's in the Deer Pen business. Guess you can't take the spots off of a Leopard! Typical Deer Pen owner thinking! These kind of people only take short cuts in life!
