If your plots are eaten down to the ground, you should frost seed toward the end of February. That works great.
If you need to cut them back, you can wait until later in the spring and lightly disk or aerate the soil soil and overseed then.
Sorry..just read that you wanted a specialist or HR Carver...

In March I run across mine with the disc blades straight and overseed clover and fertilize

We have had luck with frost seeding in Late January and early February in northern rockingham county but we also have heavy clay and it snows more up there than in most places in NC. Down here in the Sandhills I have done just like the rest of you guys discing in 1st week of March and seeding

Put out 5 bags of Solu-lime and some Imperial clover yesterday. Hope it helps out in long run.
