Cigar minnows are normally trolled as dead bait.

Neither. Menhaden and ribbon fish work best. The bigger the ribbon fish the bigger the Kings. Try a 4-5' one.
rig a 'hoo behind a skirt for the big kings, tougher and run straighter than cigar minnows, just takes a bit longer to rig them. Line twist is minimal of rigged correctly.
