Director Ashe,

This email will be part one of a seven part series in which you and I discern exactly what this canine is and why it is on my farm. I will start out easy.

attachment.php

The above picture of a canine on my farm taken last week, speaks volumes about what the USFWS Red Wolf program has brought to and created in our State.

As Director of USFWS, can you tell me exactly what this canine is? Is it a coyote, a "red wolf", a coywolf, or a non-native, invasive USFWS created and tax payer funded hybrid red wolf/coyote?

I and many other North Carolinians anxiously await your answer. Please just reply to all ASAP.

Thanks,
Jett Ferebee

"Nonnative species that cause harm are collectively known as invasive species. Invasive species may prey upon, displace, or otherwise harm native species (Jett Freebees Fawns). Some invasive species also alter ecosystem processes, transport disease, interfere with crop production, or cause illnesses in animals and humans - affecting both aquatic and terrestrial habitats. For these reasons, invasive species are of national and global concern. Invasive species accounted for 53% of all the animals Wildlife Services lethally removed in FY 2012, a total of 1.76 million animals taken."

Director Ashe,

I looked for your response to the part one question. Maybe it went to my spam folder. I will check.

Part Two: Just one of many lies told by USFWS, but this one is relevant to our quest to determine the actual canid species captured on my trail cam

As Director of USFWS, why did the USFWS deem it necessary and appropriate to intentionally lie to the citizens of NC?

These lies were documented and published by T. Delene Beeland in her 2013 book "The Secret World of Red Wolves":

- In the beginning, the Fish and Wildlife Service told people that the wolves would not eat deer. It was a partial truth – but also a partial lie. (Beeland) (pg 82)

- In the beginning, Jamin (Simmons) told folks he was “cautiously optimistic: about the program. But later he felt that the red wolf program made a large misstep by telling people that the reintroduced wolves would not eat deer. “As soon as the first wolves were out, people found skeletons or partially eaten ones, and we knew they were eating deer, especially the young ones,” he says. Folks in his community were upset and anxious about the deer herds. It added fodder to the government stigma that the wolves bore and widened the gulf of mistrust. (pg 84)

- As a biologist working at Lake Mattamuskeet, Kelly says her supervisors told her, “Don’t tell people the wolves eat deer.” (Kelly Davis, former biologist at Mattamuskeet National Wildlife Refuge) (pg 84)

attachment.php

Maybe USFWS did not lie after all. Perhaps this mixed canine is a non-deer eating variety just returning the fawn to it's mother?

Again, Director Ashe, just feel free to reply to all. I will change my spam settings.

Thanks,

These things are really getting spread out. We saw a black coyote and a "collared canine" running together yesterday afternoon on Slatestone Rd just north of Washington, NC.

Director Ashe,

Last year my FOIA request revealed that USFWS biologists released 64 out of 132 red wolves onto private lands in NC in direct violation of your very own Federal rules and also your commitments made to the citizens of our State. Here is your own Solicitor's letter stating that USFWS had no legal authorization to release wolves onto private lands.

attachment.php

The below canine looks like the new non-native invasive USFWS created hybrid canine that is now rapidly spreading throughout our State.

Is it possible that this could be one of your illegally released wolves?

Or maybe it is the resulting offspring of a federally protected wolf being illegally released onto private land and mating with a now federally protected coyote on private land where your biologists are not allowed to be.

This is what happens when you promise the citizens of NC to operate your "wolf program" on federal land only, but then intentionally and illegally do otherwise...

For the record, USFWS was very complicit in having coyotes federally protected in eastern NC. How absurd and detrimental is that?

attachment.php

As Director of USFWS, do you think the above federally protected hybrid canine is the consequence of USFWS illegally dumping wolves onto private land throughout eastern NC in light of the fact that coyotes now roam these counties by the thousands?

Dan, the critical success factor for your "wolf program" of "no coyotes" no longer exists in eastern NC.

I have often asked USFWS what a successful wolf program in NC looks like with coyotes now being so pervasive and entrenched in the recovery area.

In case you haven't figured it out yet, it looks like the non-native invasive USFWS created hybrid coywolf in this picture.

USFWS can not stop the creation of non-native invasive hybrids as the red wolf population is engulfed by coyotes. Texas hybrid swarm history is only repeating itself in NC as a result of your now foolish and now exposed unlawful pursuit.

Sincerely,

Jett Ferebee

Director Ashe,

Since I have been investigating the USFWS red wolf program, your biologists have ceased publicly updating their reports and I do not really blame them. One of the last reports showed that eight out of seventeen or 47% of the known red wolf packs in NC contained coyotes. I have previously proven USFWS has no idea where or what is happening with the vast majority of their red wolves. One can only assume the large unknown and unmanaged wolf population has a much higher occurrence of coyotes and consequential hybridization.

In 1999, the Red Wolf Recovery Implementation Team documented the hybridization rate of wild wolves in our state was 900% more than allowed for the program goal of 80% to 90% genetic integrity to be maintained and the red wolf breed would be unrecognizable within 2 to 3 generations.

I bring this fact up because you are obviously having a difficult time determining exactly what species this pictured canine is and I felt you should understand why.

attachment.php

In January the NCWRC unanimously passed the below resolution demanding that USFWS immediately remove all illegally released wolves and their offspring, which would include the above pictured canine.

attachment.php

Almost five months after this request from our State agency charged with protecting our native wildlife, USFWS has done absolutely nothing. If I had ever done something as atrocious as what USFWS has done in eastern NC, I would have been doing everything possible to immediately rectify the situation. Not so with USFWS.

As Director of USFWS, do you believe USFWS's handling of the red wolf scandal in our State bodes well for future USFWS programs where cooperation with State wildlife agencies and private landowners is so critical?

When exactly will you begin removing your illegal wolves and their offspring from NC?

Sincerely,

Jett Ferebee

I think that we should have an organized effort to attend the August meeting of the NCWRC and prior to that meeting, request that they put the actions of the resolution on the agenda for that meeting. 8 months is plenty of time for even the bureaucratic government agencies to communicate and resolve their issues. The USFWS is obviously ignoring this and hoping it will "just go away".

For a bit of encouraging news about some folks that really have a set, there's a move in effect to terminate the RWC office lease in Columbia and move them out of the county. To stay "close to the pens", Ms. Wheeler will have to operate out of the USFWS center in Columbia if she needs office space. She and Howard will have plenty of room to coordinate the wolf removal from our private lands. :D

Director Ashe,

I am going to take a short break from my "USFWS job" to spend some much needed time with my family this weekend. Part 5 of THIS 7 part series will be available the first part of next week. I apologize for the delay.

In the meantime, some other media outlets are carrying reruns of parts 1 - 4 of THIS series. I will try to get them to you over the weekend if I have time.

I do have one quick question.

Remember the September 30th gun shot wolf where we (private landowners and sportsmen) raised a $52,050 reward to help solve the crime, and all of a sudden USFWS closed the case? USFWS said the gun shot wolf had actually died of "heartworms" and no further investigation was necessary...

attachment.php

Dan, people call me daily about this and they just are not buying the whole "heartworm thing". You guys really don't need to lose any more credibility than you already have. You may want to personally look into this gun shot wolf that died from "heartworms".

Have a great weekend.

Director Ashe,

Below is a very short response (47 seconds) from USFWS informing us the September 30th case is closed and unfortunately the "wolf" died of heartworms...not the gun shot...

Why will USFWS not post our reward?

Thanks again for your help in resolving this particular case that your folks obviously wish would disappear.

Director Ashe,

Today I would like to focus on the non-native invasive canine that USFWS needed to invent, hired a Zoo in Washington State to construct, dumped outside of it's historical range, and now 30 years and over $30,000,000 later modern DNA has proven is just a mix breed coywolf.

Was the below pictured canine "invented" as USFWS Zoologist/Biologist and "wolf specialist" Ron Nowak suggested it should be? Remember, Nowak conveniently altered the historic range map so as to make it possible to release these non-native canines in NC because it was a coyote free area. More on this later...

Or, was it humanly constructed and selectively bred from hybrid coywolves in a Zoo in Washington State as former USFWS Red Wolf Coordinator Mike Phillips admitted to your WMI consultants, that you recently had to hire to figure out what in the world your biologists were doing in our great State?

attachment.php

Or finally, is this canine just a hybrid coywolf that current DNA analysis now proves is 76% coyote / 24% wolf and thus not protected by the ESA? The below recent 2011 study involving 15 national and international scientists was the "most detailed genomic study of any wild vertebrate species" using "unprecedented genetic technology". No wonder your invented and humanly constructed "wolf" so readily hybridizes with coyotes.

As Director of USFWS, do you believe the ESA was hijacked by overzealous USFWS biologists to invent, construct, transplant and promote a hybrid coywolf in our State?

As Director of USFWS, can you tell me exactly what percent coyote/wolf this animal on my farm should be considered? The percents, and resulting penalties if it is killed, matter greatly. Unless of course it happens to die from heartworms.

Director Ashe,

From initial ESA Section 7 documents, several Federal Rules, to countless public documents regarding the release of "red wolves" in our State, USFWS biologists willfully and intentionally chose not to disclose the very salient fact that wolves were being released onto private land. In fact USFWS declared just the opposite, the wolves would be released and maintained only on Federal lands. At the very same time USFWS was actively and aggressively releasing wolves onto private land.

It was not until my FOIA request last year that USFWS was forced to admit to the citizens of NC that wolves in fact were being unlawfully released onto private land by USFWS biologists. Documents further revealed the USFWS Red Wolf coordinator unlawfully declined to remove wolves from private property when requests were made and further denied take permits as also required by law. This practice is still occurring today. Yes today!

In just the last few months over 514 private landowners as well as the NCWRC have demanded the wolves to be removed from private land as promised by law. Even as I write this very letter, you and USFWS continue to arrogantly thumb your nose to these lawful requests. I assure you, USFWS is not above the law.

94% of all suspected illegal red wolf deaths (60 of 64) have occurred on private land, where the citizens of our State were promised the wolves would not be.

As Director of USFWS, do you believe the USFWS, their biologists and program managers who willfully and intentionally chose to violate the ESA Federal Rules and ESA Section 7 consultations should be held criminally responsible for their actions which ultimately resulted in the take of over 60 endangered "wolves"?

What is most angering to me is the fact that USFWS biologists willfully violated laws by intentionally releasing wolves onto private land and then refusing to remove the wolves as promised and required by law; only to then pursue criminal actions against the citizens of NC when a wolf was shot on private land.

As Director of USFWS, do you believe the above willful and intentional actions by USFWS constitute entrapment and should USFWS and its personnel be held criminally responsible?

Director Ashe, you may not like the law, but it is the law.

Remove your non-native, invented, mixed breed mutts and remove them now.
